Investigative reporter Clea infiltrates the 1-800 Phone Sex offices in hopes of uncovering their connection to the local police in 1-800 Phone Sex 3. She sees police cars parked outside of the building at all hours of the day, but they never seems to respond to noise complaints from the building's more conservative tenants. When Clea runs into Lela, the new manager, in the hallway, she is mistaken for a job applicant - the perfect in.
